Proposals and Disagreements Mark Debate on Homeschooling in Brazil

The regulation of homeschooling pits different legal views against each other in the country. The president of the Associação Nacional de Educação Domiciliar, Carlos Vinícius Reis, maintains that the practice is backed by the Universal Declaration of Human Rights. In contrast, lawyer Ariel de Castro Alves, a member of an OAB commission dedicated to children and youth, emphasizes that the Constitution defines formal education as a duty of the government and a guarantee for children.

The debate over the format has also reached the national electoral contest. The proposal to regulate home education has become part of Romeu Zema's platform in the 2026 presidential campaign.

For families in major urban centers who are able to supervise students, the alternative presents itself as an attractive and individualized model. On the other hand, the modality faces objections from experts, who warn of the occurrence of violence without state supervision.
